STATE APPROVAL PROCESS FOR EDUCATOR PREPARATION PROVIDERS

Candidate Program Completion and Recommendation

(1) The Educator Preparation Providers (EPPs) may only recommend candidates for licensure, endorsements, or specializations if the EPP has received state recognition for the corresponding licensure, endorsements, or specialization programs.

NOTE: For example, if a program does not have a state recognized Social Studies endorsement program, it may not recommend a candidate for the Social Studies or Foundational Social Studies endorsement.

(2) Candidate Recommendations: To recommend a candidate for a license, endorsement, or specialization, an EPP must verify, through submission of a program completion report that the candidate has:

(a) Been admitted to and completed the state-recognized program, including all required:

(A) Coursework;

(B) Competencies, when competencies are used in lieu of required coursework;

(C) Clinical practices; and

(D) Commission-adopted examinations, assessments, and requirements as specified in the Program Review and Standards Handbook, including completion of:

(i) Requirements for civil rights and ethics;

(ii) Content knowledge assessments, if required; and

(iii) Teacher performance assessment, if required.

(b) Complied with the Standards for Competent and Ethical Performance of Oregon Educators, as provided in Chapter 584, Division 20; and

(c) Demonstrated the skills, knowledge, disposition and competencies required for teaching or serving in the licensure, endorsement or specialization area.

(3) Program Completion Reporting: The EPP must submit program completion reports for all:

(a) Pre-service program completers leading to an initial license of preliminary teaching, principal, school counselor, school psychologist and  school social worker;

(b) Pre-service and in-service candidate completers of program-required area programs, as provided in OAR 584-400-0020(9)(a); and

(c) In-service candidate completers of non-program-required area programs, as provided in OAR 584-400-0020(9)(b), who were enrolled in and completed full programs at the EPP.

(d) The EPP may, but is not required to, submit program completion reports for in-service completers of Teacher Leader programs; in-service endorsements completed without a full program; and in-service specializations completed without a full program, unless the candidate is applying for the license, endorsement, or specialization.

(e) The program completion reports must be submitted by September 30 for candidates completing the program from the previous academic year.

(f) The academic year for program completion is September 1 to August 31.

(g) The EPP must report all preliminary program completers, regardless of whether the completers intend to apply for Oregon licensure.

(4) The EPP must retain evidence of program completion in candidate records, including copies of program completion reports submitted to the Commission.

(5) Recency of Candidate Application and Program Reports: If a candidate applies for licensure, endorsement(s) and/or specialization(s) more than three years after the date of the EPP submission of the program completion report to the Commission, the candidate must obtain a new program completion report from the EPP.

(6) Title II Reporting: By September 30 of each year, the Commission staff will provide each EPP with a teaching program completer report.

(a) The completion reports will include the preservice teacher candidates, license types, and endorsement(s) recommended by the EPP on program completion reports during the accounting year.

(b) The academic year, for purposes of program completion, is September 1 to August 31.

(c) EPPs have until October 20 of each year to make corrections to the teaching program completer reports. The revised completer information will form the basis for Title II reporting requirements.
